The Fabry-Perot open resonator (FPOR) provides an accurate technique for measuring the complex permittivity of dielectric films in the frequency range of 20 to 125 GHz with a 1.5 GHz resolution. Besides the FPOR fixture, a vector network analyzer (VNA) and PC are required for the measurement. The measurement is automatic, quick, and easy to perform.

Microwave methods of measuring the dielectric properties of materials can be divided into two main categories:
The figure of merit in the transmission/reflection methods is the complex amplitude, which is always measured with a given signal-to-noise ratio, thus, limiting the accuracy and precision of the complex permittivity extraction, especially of its imaginary part (or the loss tangent). On the contrary, the extraction of the complex permittivity with the resonance methods is based on resonance frequency measurements, which can be undertaken with superior accuracy and precision using modern electronic equipment.
