Why Doesn't the Keysight 8920A,B Power My Phone?

The DC terminals on the rear panel of the Keysight 8920A, 8920B do not provide DC power. These terminals are for the DC ammeter function which is accessible as "current" from the RX, TX, and Duplex screens.
