Where can a boundary scan Self monitoring cell be useful in a test coverage enhancement?

Self monitoring cell will be able to detect a short between a boundary scan pin/nets and the following pins/nets:
- No access Non Boundary Scan pin
- No Access Boundary scan or No Connect pin/nets
- Power or Ground pins/nets.
