Can the E4991A option 002 measure permittivity or permeability without being used with the 16453A or 16454A?

No. The 16453A or 16454A is required when the E4991A option 002 is used to measure permittivity or permeability. The E4991A-002 is the firmware option dedicated to permittivity measurement using the 16453A and permeability measurement using the 16454A. Thus, this firmware option cannot be used with any other dielectric/ magnetic material test fixtures.

Note: Since the 16453A can only be used with the E4991A-002, the E4991A-002 is mandatory option when the 16453A is used. The 16454A can be used with not only the E4991A but also other instruments (such as the 4294A and E4980A), and thus the E4991A-002 is required only when the 16454A is used with the E4991A.
