Can I upgrade my N9310A to N9310A-001(Analog IQ Modulator Option)?

Yes, you can. Order Option 001 after March 1, 2007, (it is a license key to activate the option. The hardware is already built-in to the unit) from Keysight and enable it with the license code by inputing an eight-digit code via Utility > License Key access.
