Why don't I see a component selection for 1XEV-DV (option 214) when upgrading my PSA or VSA (E4406A) firmware to add this personality?

Option 214 1XEV-DV is included with the B78 component in the firmware Update Program for the PSA series or the E4406A, even though it is a separate option with a different license key. The 1XEV-DV option does require B78, CDMA2k.
