It appears that iFTA may sometimes log duplicate Normal Mode Summaries. What is happening?

This may occur when confirmation messages from iFTA are not received by the radio in time to prevent a duplicate summary from being sent. This may be a problem if anyone (or any post-processing software) is assuming that there will only be one Normal Mode Summary per second.
