What is a Compliance Enable pin?

Compliance enable pins are device pins that must be held at a static logic state (0 or 1) before the device enters into any 1149.1 activities. The compliance pins information should be described into the boundary scan description language (BSDL).

Example:
Attribute COMPLIANCE_PATTERNS of Good_Chip: entity is
“(WRITE_EN, MODE_A, RESET_ON) (100)”;

Note: The WRITE_EN pins should be held high “1” while MODE_A & RESET_ON should be low “0” for the device to enter the boundary scan mode.
